Terrain Build Rules

This add-on enforces the following rules:

- Only 64x baseplates may be planted directly on the ground
- New baseplates must be aligned with the existing baseplates

The result is that community builds are more organized and contiguous than they would be otherwise.

@WarOfCake @Icanbreathfire Just because Badspot uses it doesn't mean it has a purpose. It has a use, don't get me wrong, but just because the person who made the game uses it doesn't make it better.
