It's what it says, really. It'll be to the right of your tools, and under the energy bar if it's visible.
This adds an option to your advanced settings to toggle it on and off as well.

why would you use an external program to view your fps in a game when /you can just use a program that takes up 90% less disk space and isn't a program but an actual extension of your game/. i don't see why anyone is complaining that they can do that when it makes more sense from a logical standpoint to just use addon itsself.
This is still a valid add-on because it blends in better than the other one, so it's an option for players who don't really like intrusive add-ons.
