Output Event - serverPlaySound

Suggested by Squideey.

A very simple add-on which adds an admin-only event for playing sounds globally.

Example:

onActivate > Self > serverPlaySound > [List of Sounds]

If RTB allowed short videos for sounds (max of 10 seconds or more.) then we could hear sounds which would be better instead of downloading it and then listening to it.
