Emote - Interrobang

This is an emote that is like the Confusion Emote, (and based on that code), but it makes Interrobangs instead, which, if you don't know, is a character, which is a question mark and an exclamation mark in one.

Interesting but if I remember correctly for it to work anywhere else besides your server everyone needs to have it to see? Other than that I suppose 6/10 because I don't see the point in this.
