It is made for pixel art / builds that involve the mane 6. So you are correct in saying it is for pixel art.
What I do care though, is why Ephialtes would approve this pony-related add-on while failing all the others.

I think filipe would be referring to both the general Add-on, and the MLP part of it. Because technically:
1. Too many duplicate colors which makes it useless.
2. The name "MLP" encourages hate, dislike, and anger to those who do not support the fandom.
