Admin Ability Limits

Currently it just adds an RTB pref for how often, in seconds, an admin may ban, the default is 60.
Limits for admining other players and kicking will come soon.

I find this addon not needed, because i don't randomly giev people admin powers. I make them work for it.

I would say its useful for an admin that you just made on there but after a while when you trust them its good to take off :3
