What is it?
GLaDOS Speech is a set of sounds of GLaDOS saying random things. These were not taken from the game, they were made.

Obivously you didnt pay attention to how I changed 'Cake' to 'Lie'

No, these were not made with a text-to-speech, merely aided by one.
He used a text-to-speech program in order to get a nice flat voice, then he probably used a program called Melodyne to change the Formants to the correct pitch- it works quite well.
